For civilians in Philippines, to carry your firearm outside your residence the govt. requires PTCFOR (permit to carry for outside residence) or commonly known as PTC. And for some they go for MO (mission order).
Now what is the difference between the two?! A lawyer can give a comprehensive difference between the 2. However this might be complicated to others. As an overview, m.o. are only given to organic member of any law enforcement agency (pnp, nbi, afp...). Due to political connections some civilians are able to avail of this, either with pay or simply as a favor.
So what is the issue with this? During checkpoints not all leo (law enforcement officer) will honor this. And when it comes to legality m.o. will require you lots of explanation. The bad thing is, once the commanding officer who signed your m.o. denies you -- you might end up in jail. The bottom line, if you have a solid political connections you can go for m.o. However if you don't want any future hassle, I strongly suggest you go for ptc.
